The National Alliance for Local Economic Development (NALED) is drafting a third registry of parafiscal and non-tax dues for the Serbian Finance Ministry which will propose reforms to lower the burden on the economy, the Beta news agency reported on Wednesday.

NALED PR department chief Ivan Radak said that the key goal of the reform is to determine what taxes, duties and parafiscal dues are in place. “NALED wants to draft a register of parafiscal, non-tax dues, create criteria for the level of taxes as real state administration expenses and determine whether the cost is adequate to the quality of the service,” he said and added that some citizens do not get any services for their taxes.

Radak said that USAID is helping draft the registry which should prevent the authorities at national or local level from imposing new taxes on the economy. According to him, there are several thousand different taxes and duties at all level. He said that there were 384 non-tax dues, including 247 parafiscal listed in the 2014 registry.
