The police are implementing the 2011 agreement on freedom of movement which allows people from Serbia to enter Kosovo with ID cards, the Pristina-based gazetaexpress.com portal said on Friday quoting a police spokesman.

Police spokesman Baki Kelani said that the police are implementing the part of the Brussels Agreement on Freedom of Movement. Serbian media reported that the Kosovo Border Police Department instructed its officers to allow Serbian citizens into Kosovo with just ID cards instead of passports. The Serbian state TV (RTS) said that Serbian citizens could no longer enter Kosovo with their passports.

“Movement across the border between Kosovo and Serbia is regulated by the agreement on freedom of movement of 2011. We are just implementing that agreement,” he said.

The Kosovo Internal Affairs Ministry said in a press release that the decision to allow entry with ID cards alone was not taken by the government.
