Ana Brnabic, Serbia's Prime Minister said on Monday Belgrade would not ban "ordinary citizens from Montenegro to come to Serbia, but the country would be closed for the mafia and criminal groups for there," the state RTS TV reported.

Earlier, Foreign Minister Ivica Dacic described Podgorica's decision not to open borders for Serbia's people as of June 1, as "ridiculous and senseless move with direct and harmful consequences for the citizens of Montenegro," adding Belgrade would not issue a protest for now.

Brnabic said there would not be reciprocal measures, but that "our people should not go where they are not welcome."

"We won't ban the ordinary Montenegrins to visit Serbia, but will even stronger deny entry  to their criminals and mafia clans which have been killing and terrorising (people in) Serbia for decades," Brnabic said, adding that in fighting criminals from Montenegro Serbia "will not have mercy."
